- I work for the National Marine Fisheries Service (Department of Commerce). I specifically work on the management of groundfish (cod, haddock, flounders, etc...), and particularly with sectors. Sectors are a type of cooperative management in which fishermen band together are given greater flexibility in their activities in exchange for their agreement to fish under a hard total allowable catch (quota) rather than input controls.
